The principle of a new dwelling in this location is unacceptable and the proposed dwelling would form a prominent and intrusive feature in the landscape, which would detract from the character and appearance of the site and surrounding area. There are no special circumstances that would warrant a departure from the Development Plan. As such, the proposal would be contrary to policies CSS1, CSR1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy, policies G2, G4, C4 and D1 of the South Oxfordshire Local Plan 2011 and Government Guidance in the National Planning Policy Framework.
