Conditions / Refusal Reasons
The new dwelling would be situated in an isolated rural location with poor access to necessary facilities and services. The proposal would also represent a particularly intrusive form of development upon undeveloped and open land which forms an important part of the Chilterns Area of Outstanding Natural Beauty. As such, the proposal would fail to significantly enhance its immediate setting and it would fail to conserve or enhance the special landscape characteristics of the area. The proposal does not demonstrate that there are special circumstances to justify a departure from the Development Plan. As such, the proposed dwelling would be contrary to policies CSS1, CSR1 and CSEN1 of the South Oxfordshire Core Strategy, policies G2, G4 and D1 of the South Oxfordshire Local Plan 2011 and Government Guidance in the National Planning Policy Framework.
