It appears to the council that the dwelling which is proposed to be extended does not benefit from planning permission. There is insufficient evidence to suggest that the dwelling has become lawful through the passage of time on the basis that it would now be immune from enforcement action. The granting planning permission for the extension which is subject to this application would be to imply that the dwelling itself was lawful. The application site is in an unsustainable rural location outside of any settlement and is an unacceptable location for new dwellings, contrary to policies South Oxfordshire Core Strategy 2027 policies CS1, CSS1, CSR1, and South Oxfordshire Local Plan policies G2 and G4. The extension to the unauthorised dwelling is as a result, also unacceptable.
