That the development hereby approved shall be carried out in accordance with the attached schedule of approved plans, except as controlled or modified by conditions of this permission. Prior to the commencement of development samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. That prior to occupation of the development hereby permitted, the proposed means of access onto Windmill Road shall be formed and laid out to the approval of the Local Planning Authority, constructed strictly in accordance with the Local Highway Authority's specifications and all ancillary works shall be undertaken.
