Conditions / Refusal Reasons
The proposed development would result in the loss of an employment premises. Insufficient information has been submitted to demonstrate that the existing petrol station, garage and workshop use is no longer economically viable and the site has been marketed for at least a year for that use and for any other suitable employment or service trade uses. As such the proposed residential development of the site would be unacceptable in principle, contrary to Policies G2 and E6 of the South Oxfordshire Local Plan 2011 and advice contained within PPS4.
Having regard to the elevated position of the site in relation to adjoining land, insufficient information has been submitted to demonstrate that the proposed development of the site with a terrace of four two-bedroom houses, as described on the application forms, would not have an oppressive and overbearing impact on the rear-facing rooms and gardens of adjacent residential occupiers in terms of loss of outlook and privacy to the detriment of their living conditions. As such, the proposal would be contrary to Policies G2, D4 and H4 of the South Oxfordshire Local Plan 2011 and advice contained within PPS1 and PPS3.
Insufficient information has been submitted to demonstrate whether the proposed development of the site with a terrace of four two-bedroom houses, as described on the application forms, would be able to comply with the off-street parking standards of two spaces per dwelling and allow vehicles to egress the site in forward gear in a manner compatible with the character and appearance of the surrounding area. It would result in conditions prejudicial to highway and pedestrian safety. As such, the proposal would be contrary to Policies G2, D2, H4, T1 and T2 of the South Oxfordshire Local Plan 2011 and advice contained within PPG13.
