Description
Demolition of curtilage listed and other buildings. Extensions, alterations, refurbishment and conversion of main buildings to form 130 homes (including 39 Affordable Homes), community uses, offices, nursery and leisure uses. Retention of Chapel in existing D1 use class. Conversion (including alterations and extension) of former farm buildings to form offices, cafe/restaurant/shop. Conditions / Refusal Reasons
The works hereby permitted shall be begun not later than three years from the date of this consent. Reason: To comply with the provisions of section 18(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990.

That the development shall be carried out strictly in accordance with the particulars of the development contained in application P09/W1314/LB as set out in the letter from the agent dated 11 December 2009 and as amplified and amended by the plans and documents set out in the letter from the agent dated 12 May 2010, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with the Development Plan Policies.

No works shall take place on site, including demolition, prior to the making a recording of all buildings on the site. The record shall identify which buildings shall be subject to a detailed record/implementation of a scheme of recording the buildings to be demolished and shall include the Isolation Hospital, the Link Corridors and the pharmacy/kitchen and shall be approved in writing by the Local Planning Authority. This must be carried out by an archaeological/building recording consultant or organisation in accordance with a written scheme of investigation which shall first have been submitted to and agreed in writing by the Local Planning Authority. Reason: As the buildings are of archaeological/historic importance and in accordance with Policies CON13 and CON14 of the South Oxfordshire Local Plan 2011. Prior to the commencement of any works on the site, including demolition, the following shall be submitted to and approved in writing by the Local Planning Authority: a) a list of all buildings and structures to be removed b) a list of all buildings and structures that will be subject to a method statement for demolition and a method statement for the demolition of those buildings and structures. The demolition works shall be carried out in accordance with the approved method statement. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policy (CON 2/CON 3) of the South Oxfordshire Local Plan 2011. Prior to the implementation of any works to the listed buildings a plan for the salvage and reuse of materials from historic buildings to be removed shall be submitted to and approved in writing by the Local Planning Authority. The plan shall identify the location of safe and secure storage of materials and the materials shall be reused on site firstly for the repair and restoration of the listed buildings and secondly within new build elements for detailing and / or public art. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policies (CON 2/CON 3/ CON 4) of the South Oxfordshire Local Plan 2011. Prior to implementation a programme of phased works to the listed buildings, including the communal areas and chapel, shall be submitted for approval in writing by the Local Planning Authority. The phases shall accord with the phasing strategy approved in Condition 4 of Planning Permission P09/W1313. Prior to commencement of each phase a detailed schedule and specification of all works to the listed buildings within that phase shall be submitted for approval in writing by the Local Planning Authority. The details shall include method statements and detailed drawings for works of repair and restoration including works to the following specific areas: a) crenallations b) boundary walls c) bay windows / openings d) reinstatement / construction voids left by demolition A minimum standard of repair shall be approved in writing following the inspection by the Local Planning Authority on site of sections and samples of work. All works shall be carried out in accordance with approved schedules, specifications and standards. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policy (CON 2/CON 3) of the South Oxfordshire Local Plan 2011. Prior to the occupation of any dwelling within the listed building a method statement for the cleaning of the external fabric shall be submitted to and approved in writing by the Local Planning Authority. The method statement shall set out the proposed works in relation to the phases of work approved in Condition 6 and the fabric shall be cleaned in accordance with the approved method statement. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policy (CON 2/CON 3) of the South Oxfordshire Local Plan 2011. A Conservation Management Plan setting out the long term maintenance of the all the listed buildings shall be submitted for approval in writing by the Local Planning Authority prior to the commencement of the second phase, as per the approved phasing in Condition 6 of this consent. The Plan shall include a maintenance regime for the roof, rainwater goods, windows, doors and external fabric. Thereafter the maintenance shall be carried out in accordance with the approved Plan. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policy (CON 2/CON 3) of the South Oxfordshire Local Plan 2011. A detailed schedule and specification of repairs and replacements for windows and doors in the listed buildings shall be submitted for approval in writing by the Local Planning Authority in relation to each phase and prior to the commencement of that phase, as per the phasing agreed in Condition 6. The works shall be carried out in accordance with the approved schedules and specifications. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policy (CON 2/CON 3) of the South Oxfordshire Local Plan 2011. Prior to the commencement of each phase details of all historic hard landscaping features including walls and surfaces to be retained shall be submitted to the Local Planning Authority for approval in writing. The details shall set out the measures to protect those features during construction and the features shall be retained thereafter. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policy (CON 2/CON 3/CON4) of the South Oxfordshire Local Plan 2011. All new works and works of making good to the retained internal and external fabric of the building shall be finished to match the adjacent work with regard to the methods used and to material, colour, texture and profile. Bricks should be re-used for making good. Reason: to safeguard the special architectural or historic interest of the listed building and in accordance with Policy (CON 2/CON 3) of the South Oxfordshire Local Plan 2011.

Prior to the commencement of each phase of development details of the following shall be submitted to the Local Planning Authority for approval in writing. a) Signage/house & building numbers b) External vents, flues , extracts, alarms on the listed buildings c) Telecom installations on the listed buildings The development shall be constructed in accordance with the approved details. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policy (CON 2/CON 3/CON4) of the South Oxfordshire Local Plan 2011.
