The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

No development shall commence on site until the applicant has secured a staged programme of archaeological investigation in accordance with a written scheme of investigation which has been submitted to and approved in writing by the Local Planning Autority. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of the results and in accordance with Policies Con 11, Con 13 and Con 14 of the South Oxfordshire Local Plan 2011. No development shall commence until a phased contamination land risk assessment including formulation of any necessary remediation proposals has been completed to the Local Planning Authority's (LPA) satisfaction. The development shall then not be occupied until all approved remediation works are completed to the satisfaction of the LPA. All phases need to be undertaken by a person competent in contaminated land, in accordance with Defra and the Environment Agency's "Model procedure for the management of contaminated land CLR 11 - and be approved in writing by the Local Planning Authority. Consulting the LPA with proposals for each phase is recommended. Phase 1 shall incorporate a desk study and site walk over to identify all potential contaminative uses on the site and to inform the preliminary conceptual site model. If potential contamination is identified then phase 2 shall be undertaken. Phase 2 shall include a comprehensive intrusive investigation in order to characterise the type, nature and extent of contamination present, the risks to receptors and where necessary to inform the remediation strategy proposals. If significant contamination is found, then phase 3 shall be undertaken. Phase 3 requires production of a remediation and validation scheme to ensure the site is rendered suitable for its proposed use. The remediation shall be carried out in accordance with a scheme and timetable first agreed in writing by the Local Planning Authority. Phase 4 requires a full validation report detailing the measures carried out to ensure compliance with any approved remediation scheme in Phase 3 to be submitted to and approved in writing by the Local Planning Authority. All implemented works shall remain in place thereafter. Reason: To ensure that any ground, water and gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use and in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011. Prior to the commencement of development samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policy D1 of the South Oxfordshire Local Plan 2011. Related application(s): P10/W0508/DIS, P10/W1191/DIS

Prior to the commencement of the development hereby permitted a scheme for the landscaping of the site, including the planting of live trees and shrubs and the treatment of the access road and hard standings, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings and in accordance with Policies C9 and D1 of the South Oxfordshire Local Plan 2011. Related application(s): P10/W0508/DIS

The dwelling(s) shall be designed and constructed to attain a Level 3 star rating in accordance with the Code for Sustainable Homes as shown on the pre assessment submitted with the planning application. A post construction review shall be carried out and shall be submitted to the Local Planning Authority prior to occupation of the development. Reason: To ensure high standards in the conservation and efficient use of energy in accordance with Policy D8 of the South Oxfordshire Local Plan 2011. Related application(s): P10/W1297/DIS

The development shall be constructed in accordance with the noise control measures specified in the noise report titled " Noise and Vibration Assessment, Land at Marsh Bridge Cottages, off Broadway, Didcot, Oxon, OX11 8DL dated November 2007, revised December 2007, updated March 2009 ( submitted in support of the application.) Thereafter the development shall not be carried out other than in accordance with the approved scheme which shall be completed before any part of the accommodation hereby approved is occupied, unless the Local Planning Authority otherwise agrees in writing. Reason: To protect the occupants of the development from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

Notwithstanding the above condition, the development shall be designed, constructed and maintained so as to ensure the internal ambient noise levels for dwellings shall not exceed 35dB LAeq ( 16 hour) 07:00 - 23:00 during the daytime and 30dB LAeq (8 hour) 23:00 - 07:00 during the night. Measurement and assessment of noise shall be in line with BS 8233:1999 "Sound insulation and noise reduction for buildings - Code of Practice." Before any unit is occupied, on site noise monitoring of internal noise levels shall be undertaken to ensure compliance with the noise levels detailed above. A report of the findings of this noise monitoring shall be submitted to and approved in writing by the Local Planning Authority. Failure to meet the noise levels specified above may require remedial works and retesting of the internal noise environment. Reason: To protect the occupants of the dwellings hereby approved from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

The hours of operation for construction and demolition works shall be restricted to 08:00-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority. Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway and a scheme to prevent this occurrence shall be submitted to and approved in writing by the Local Planning Authority and constructed prior to the commencement of building operations. Reason: In the interests of highway safety and in accordance with Policies T1 and EP6 of the South Oxfordshire Local Plan 2011. Related application(s): P10/W0508/DIS

The development hereby permitted shall not commence until surface water drainage works have been carried out in accordance with details submitted that have been submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011. Related application(s): P10/W0508/DIS

Prior to occupation of the dwellings hereby permitted the proposed means of access onto B4106 is to be formed and laid out to the approval of the Local Planning Authority, constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development, the parking and turning areas shall be provided in accordance with the approved plan 05117-521E and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development a travel plan showing the routing for construction traffic shall be submitted to and approved in writing by the Local Planning Authority. The cycle provision as shown on the submitted plans shall be provided prior to the occupation of the dwellings. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 and Appendix 5 of the South Oxfordshire Local Plan 2011.

That if required by the fire service, fire hydrants shall be provided on site in accordance with details which shall first have been submitted to and approved in writing by the Local Planning Authority. The approved hydrants shall be provided and connected to water mains proper to the first occupation of the units which they serve. Reason: To ensure that an adequate supply of water is available for fire fighting purposes and to comply with Policy G2 of the South Oxfordshire Local Plan 2011.

That the hedge along the eastern and western boundaries of the site shall be retained and protected whilst development operations are in progress, in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of the development.
