The development to which this permission relates shall be begun not later than the expiration of three years beginning with the date of this permission. Reason: To comply with Section 91 to 95 of the Town and County Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

No development shall commence until a revised planting scheme has been submitted to the Waste Planning Authority and approved in writing. Any scheme that is approved shall be implemented in full in the first planting season following approval. The scheme shall include species mix, plant size, planting layout and spacing and methods of establishment. Trees, shrubs and hedges planted in accordance with the approved scheme shall be maintained and any plants which die at any time during the development, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of a similar size and species. Reason: To ensure that the development is adequately screened (OMWLP PE18)

No development shall commence until full details of final ground levels including cut and fill have been submitted to the Waste Planning Authority and approved in writing. Final ground levels shall be in complete accordance with the approved scheme. Reason: To ensure that the development is carried out as proposed and that the final cut and fill levels are acceptable in terms of both visual impact mitigation and protection of archaeology (OMWLP PE18)

Excess heat produced shall be used for the heating of the pig unit labelled as ¿Existing Pig Unit Upper Farm¿ on the approved plan Drawing No. 40184 Rev.A ¿Location Plan¿, as described in appendix 1 to the approved planning statement. No waste shall be imported to the AD plant until the new access has been constructed as shown on approved plan GA 001 Rev F. Sightlines shall be maintained through vegetation removal and maintenance, in accordance with approved plan GA 001 Rev F for the duration of the development. No development shall commence until a scheme showing the design and location of signage advising of a 5mph speed limit on the access road and warning vehicles of horses and pedestrians, has been submitted to the Waste Planning Authority and approved in writing. Any approved details shall be implemented prior to the commencement of development and the signs shall be maintained for the duration of the development. Reason: To ensure that the development does not harm the convenience and safety of users of the public right of way (OMWCS C9)

No ground disturbance shall take place below the depth of the topsoil, except for the construction of the service building and effluent treatment plant. Reason: In order to ensure that potentially significant archaeological features are not damaged (OMWCS C9)

No development shall commence until final details of ground disturbance and cut and fill have been submitted to the Waste Planning Authority. If the Waste Planning Authority advises that it is necessary then no development shall then take place until a detailed archeological investigation has been carried out, the findings and mitigation submitted to the Waste Planning Authority and this has been approved in writing and implemented. Reason: To safeguard the recording of archaeological matters within the site (OMWCS C9)

No development shall commence on site until the applicant has been responsible for organising an archaeological watching brief, to be maintained during the period of construction/during any ground works taking place on the site. The watching brief shall be carried out in accordance with a written specification and by a professional archaeological organisation that has first been agreed in writing by the Waste Planning Authority. Reason: To safeguard the recording of archaeological matters within the site (OMWCS C9)

Prior to the commencement of development, measures shall be taken for the protection of existing trees and hedgerows from damage in accordance with precise details which shall be submitted to and approved in writing by the Mineral Planning Authority. The means of protection shall include: i) preventing disturbance to soil levels within 1½ times the canopy/root spread of the tree or hedgerow; ii) erecting protective fencing at a distance of at least one and a half times the canopy/ root spread of the tree or hedgerow. The means of protection shall be retained until all plant, equipment and surplus materials have been removed from the site. Nothing shall be stored or placed in any area protected and the ground levels within these areas shall not be altered. Reason: In the interests of the amenity of the local area and to protect the landscape and character of the area. (MWLP PE18)

No deliveries of waste shall be made to the site other than as indicated below. 9.30 ¿ 15.00 Mondays to Fridays 07.00 ¿ 13.00 Saturdays No deliveries of waste shall take place on Sundays or Bank or Public Holidays. Reason: To protect the amenities of local residents and visitors to the area and in the interests of highway safety. (MWLP PE18, OMWCS C8)

No development shall take place other than in accordance with the approved Flood Risk Assessment (FRA) carried out by WSP dated May 2009, drawing GA-102 Rev C, drawing 40177 Rev A/1 and the following mitigation measures detailed within the FRA: - Limiting the surface water run-off generated by the existing greenfield run-off rate of 7.5l/s/ha and providing a total of 461m3 attenuation within 2 swales. - Flood-proofing measures in relation to the biogas tanks - Provide sustainable drainage systems through the use of swales Reason: To prevent flooding, reduce the impact of flooding and maintain the function of the flood plain and provide appropriate attenuation, conveyance and water quality benefits. (OMWCS C1)

No development shall commence until a surface water drainage scheme for the site, based on sustainable drainage principles and an assessment of the hydrological and hydrogeological context of the development, has been submitted to and approved in writing by the Waste Planning Authority. The scheme shall subsequently be implemented in accordance with the approved details prior to the importation of waste to the site. The scheme shall include: - details of how the scheme shall be maintained and managed for the duration of the development - Detailed surface water calculations for all rainfall events up to and including the 1 in 100 year 30% increase for climate change to demonstrate that the entire drainage network can function for the critical drainage event. - Details of how the rate of 7.5l/s/ha will be restricted at the surface water outfall - confirmation that there is no unacceptable risk to controlled waters from surface water drainage Reason: To prevent the increased risk of flooding, to improve and protect water quality, improve habitat and amenity, and ensure future maintenance of the surface water drainage system. To ensure that the site is appropriately drained (OMWCS C1)

No development shall commence until a scheme for monitoring noise levels arising from the site has been submitted to and approved in writing by the Mineral Planning Authority. Any scheme that is approved shall be implemented for the duration of the development. Reason: To protect residents and users of the rights of way from noise intrusion. (MWLP PE18)

No reversing bleepers or other means of audible warning of reversing vehicles shall be fixed to, or used on, any vehicle operating on the site, other than those which use white noise. Reason: To protect residents and users of the rights of way from noise intrusion. (MWLP PE18)

No waste other than organic waste shall be imported to the site Reason: To ensure that the development is carried out as proposed (OMWLP PE18)

No external lighting shall be erected or used on site other than in accordance with a scheme which has been submitted to and approved in writing by the Waste Planning Authority. This scheme shall include details of location, height, design, sensors, and luminance of external lighting (which shall be designed to minimise the potential nuisance of light spillage on adjoining properties, highways, wildlife corridors and pollution of the sky).
