The proposal comprises development of a site on the edge of the built up area of the settlement. The proposed development is significantly more intensive than the existing building and would extend the built up area of Brightwell cum Sotwell contrary to Policy H6 of the South Oxfordshire Local Plan. The nature, scale, mass, layout and design of the proposed built development would be intrusive to the landscape setting and character of the area contrary to SOLP policies G2, G4, G6, C4, D1 and H5.
The proposed design of the access involves significant engineering works including the removal of the grass bank and vegetation, and promotes the access to the site as having priority over the public right of way. The design and proposed surface materials would transform a rural gateway to hard built form. These works will significantly detract from the use and character of the public rights of way and the landscape setting of Brightwell cum Sotwell contrary to SOLP policies C1, C4 and R8.
The mix comprises the development of three 4 bedroom dwellings. This mix of housing does not meet the needs of current and future households contrary to SOLP Policy H7.
There is insufficient information to demonstrate that the proposals will incorporate a high standard of sustainable design to meet the requirements of SOLP Policy D8.
