The development hereby approved shall be constructed in accordance with the External Materials Schedule D accompanying this application.
Reason: In the interests of the visual appearance of the development in accordance with Policies G2, G6, CON7, D1, and H4 of the South Oxfordshire Local Plan 2011.
The hardsurfacing of the site shall be carried out in accordance with the External Materials Schedule Rev. D and drawing number CH230/PL/01 prior to the first occupation of the development hereby approved.
Reason: In the interests of the visual appearance of the development in accordance with Policies G2, G6, CON7, D1, and H4 of the South Oxfordshire Local Plan 2011.
The fencing and other means of enclosure shall be carried out in accordance with the External Materials Schedule Rev. D and drawing number CH230/PL/01 prior to the first occupation of the development hereby approved.
Reason: In the interests of the visual appearance of the development in accordance with Policies G2, G6, CON7, D1, and H4 of the South Oxfordshire Local Plan 2011.
A scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby approved. The approved landscaping scheme shall be carried out in full within the first planting season following completion of the development. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies G2, G6, CON7, D1, and H4 of the South Oxfordshire Local Plan 2011.
The ground levels within the site shall be regraded in accordance with details to be submitted to and approved in writing prior to the first occupation of the development hereby approved, and all resultant debris shall be removed from the site.
Reason: In the interests of the visual appearance of the development in accordance with Policies G2, G6, CON7, D1, and H4 of the South Oxfordshire Local Plan 2011.
The external lighting shall be carried out in accordance with drawing number CH230/PL/01 and relevant supporting information accompanying the planning application prior to the first occupation of the development hereby approved.
Reason: In the interests of the visual appearance of the development in accordance with Policies G2, G6, CON7, D1, and H4 of the South Oxfordshire Local Plan 2011.
Cycle storage shall be provided in accordance with drawing numbers CH230/PL/01, CH230/PL/02 and CH230/PL/04A prior to the first occupation of the development hereby approved, and thereafter retained.
Reason: To comply with the Local Planning Authority's standards in accordance with Policy D2 of the South Oxfordshire Local Plan 2011.
The development hereby approved shall not be occupied until such time that a Green Travel Plan has been submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of sustainable travel in accordance with Policy T3 of the South Oxfordshire Local Plan 2011.

The development shall not be occupied until such time as the car parking and turning areas have been completed, surfaced and marked out in accordance with the approved drawings. Reason: In the interests of highway safety in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
The development hereby approved shall not be occupied until such time that the access details, including the access barrier at the access off Quebec Road, have been provided in accordance with drawing number CH230_100 C4. The access barrier at the access off Quebec Road shall thereafter be retained.
Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Provision for the storage and collection of waste and recyclable materials shall be provided in accordance with drawing numbers CH230/PL/01, CH230/PL/03, CH230/PL/04 A and the Refuse Strategy dated 8th October 2008 prior to the first occupation of the development hereby approved, and shall thereafter be retained.
Reason: To ensure that the details are satisfactory in accordance with Policies T1 and D10 of the South Oxfordshire Local Plan 2011.
The development hereby approved shall not be occupied until water and energy conservation measures have been provided in accordance with Level 3 of the Code for Sustainable Homes. The approved conservation measures shall thereafter be retained.
Reason: In the interests of the conservation and efficient use of energy and water in accordance with Policy D8 of the South Oxfordshire Local Plan 2011.
If contamination is found to be present on the site then no further development shall be carried out until the following measures have been undertaken and approved in writing by the Local Planning Authority. An investigation into the nature and extent of the contamination in line with BS 10175: 2001 (Investigation of potentially contaminated sites - code of practice). This report should detail the works undertaken to investigate the nature and extent of the contamination and the measures proposed to remediate the site and validate the works. Following written approval by the Local Planning Authority of the remediation and validation proposals they shall be completed in full and a validation report submitted to and approved in writing by the Local Planning Authority before the development is occupied.
Reason: To ensure that any ground and water contamination is identified and adequately addressed to ensure the safety of the development, the environment and the public and ensure that the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.
The first and second floor windows in the south east elevation of Block A and two windows in the north west elevation of Block A as shown on drawing CH230/PL/02 shall be glazed in obscure glass prior to the first occupation of the development hereby approved and the obscure glazing shall thereafter be retained.
Reason: To prevent overlooking to adjacent future neighbouring occupiers in accordance with Policy H4 of the South Oxfordshire Local Plan 2011.
