The fencing and other means of enclosure and hardsurfacing associated with the development hereby approved shall be provided in accordance with the details shown on drawing 242/30 prior to the occupation of the development hereby approved, unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the site in accordance with Policies G2, G6, CON5, CON7, D1, and H4 of the South Oxfordshire Local Plan 2011. Prior to the first occupation of the residential development hereby approved the parking and turning areas shall be provided in accordance with drawing number SK.06-242-02 Rev E and thereafter shall be retained unobstructed except for the parking and turning of vehicles at all times. Reason: To regularise the use of the available parking area and to reduce the likelihood of roadside parking in the interests of highway safety in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Upon completion of the development, any external lighting scheme on the site shall be designed and installed so that the main beam angle is not directed towards any potential observer and at an angle greater than 70 degrees. This scheme shall also ensure that light trespass into windows of any light sensitive premises shall not have a vertical luminance greater than 5 Lux (in accordance with the Institution of Lighting Engineers Guidance Notes for the Reduction of Obtrusive Light GN01). Reason: To protect the amenity of neighbouring occupiers in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.
