Conditions / Refusal Reasons
The scale of the proposal and the facilities contained within are such that the proposed building would be tantamount to the creation of a separate dwelling. Cane End is not included in the list of smaller villages in the District where new residential development is considered to be appropriate and any future occupiers of the building living independently of the main house would be heavily reliant on private vehicles in order to access services and facilities, which would constitute an unsustainable development. Furthermore, the use of the existing substandard vehicular access by a further residential unit would pose a risk to highway safety. The development would therefore be contrary to adopted Oxfordshire Structure Plan 2016 Policies G1, T8 and H1, adopted South Oxfordshire Local Plan 2011 Policies G1, G2, G3, H6, H13 and T1 and advice in PPS1, PPS3, PPS7 and PPG13.
The proposed building, by reason of its bulk and massing, would result in an incongruous form of development that would be unduly prominent in views in the open countryside, out of keeping with the main house and the landscape setting of Cane End within the Chilterns Area of Outstanding Natural Beauty. The development would therefore be contrary to the adopted South Oxfordshire Local Plan 2011 Policies G2, G6, C1, C2, C4 and H13, Section 4.4 of the South Oxfordshire Design Guide and advice in PPS7.
