Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6 and H5 of the South Oxfordshire Local Plan. That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy C9 of the South Oxfordshire Local Plan. Related application(s): P09/E0689/DIS

That no development shall be carried out on the site unless an application for planning permission in that behalf is first submitted to and approved by the Local Planning Authority, and this condition shall apply notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995. Reason: To secure the proper planning of the locality in accordance with Policies G2 and H5 of the South Oxfordshire Local Plan.

That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan.

That prior to the first use of the new access hereby approved, the existing access serving the Four Sycamores shall be permanently stopped up by means of full face kerbing and the reinstatement of the highway verge in accordance with details to be submitted to and approved in writing by the Local Planning Authority and thereafter shall not be used by any vehicular traffic whatsoever. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan.

That the parking provision shall be as shown on the deposited drawing, reference 933/002d all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy D2 of the South Oxfordshire Local Plan.

That prior to the first occupation of the new dwelling hereby approved, details of refuse and recycling facilities to serve the new dwelling shall be submitted to and approved in writing by the Local Planning Authority. Reason: To secure the proper planning of the locality in accordance with Policy D10 of the South Oxfordshire Local Plan.

That the existing hedge along the whole of the northern boundary of the land shall be retained and properly maintained at a height of not less than 1 metre, and that any plant which may die or be seriously damaged or destroyed within three years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To help to assimilate the development into its surroundings in accordance with Policies G2 and C9 of the South Oxfordshire Local Plan.

That all the windows serving bathrooms shall be obscure glazed and thereafter so retained. Reason: To ensure that the development is not unneighbourly in accordance with Policy H5 of the South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning [General Permitted Development] Order 1995] or any order revoking or re-enacting that Order] no additional first floor windows shall be inserted in the new dwelling. Reason: To ensure that the development is not unneighbourly in accordance with Policy H5 of the South Oxfordshire Local Plan.
