Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policies H13 and C2 of the adopted South Oxfordshire Local Plan.

That notwithstanding the details accompanying the application, and prior to the commencement of the development, an amended plan shall be submitted to the Local Planning Authority and approved in writing, showing the provision of vehicular access visibility splays of 2mx2m. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the adopted South Oxfordshire Local Plan.

That prior to the first use of the new vehicle access, the new access shall be constructed in accordance with the details approved in relation to condition 3 of the planning permission, to be laid out and constructed to the approval of the highway authority¿s specifications and that all ancillary works specified shall be undertaken. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the adopted South Oxfordshire Local Plan.

That within one week of the new access being used, the existing access onto school Lane shall be permanently stopped up by the means of full face kerbing and the reinstatement of the footway and to the approval of the Highway authority and thereafter shall not be used by any vehicular traffic whatsoever. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the adopted South Oxfordshire Local Plan.

Before the new access is used, two parking spaces shall be provided on the new driveway, each measuring 2.4mx5m. The spaces shall be constructed, laid out, surfaced (bound material or strip to prevent loose material being carried out onto the highway), drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accorance with Policy D2 of the adotped South Oxfordshire Local Plan.

That the new fencing shall be erected a minimum of 600mm back from the back edge of the footway. Within two weeks of the erection of the fence, it shall be dark stained and shall be so retained and maintained. Reason: To ensure that the details of the development are satisfactory in accordance with Policies H13 and C2 of the adopted South Oxfordshire Local Plan.

That within the first planting season following the erection of the fencing, a hedge of native species shall be planted between the fence and School lane. In the event of any of the plants dying, they shall be replaced by plants of a similar species within the following planting season. Reason: To ensure that the details of the development are satisfactory in accordance with Policies H13 and C2 of the adopted South Oxfordshire Local Plan.
