That the development must be begun not later than the expiration of two years beginning with the date of this permission, and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That Planning Permission P98/N0507 and Listed Building Consent P98/N0508/LB, in so far as they provide for a two storey extension to the existing public house, shall not be exercised in the event that the alternative single storey lean-to and/or basement extension approved by this planning permission is implemented first.
Reason: To ensure the orderly development of land by the implementation of a single coherent scheme in a manner that is appropriate to the character and setting of the listed building in accordance with Policy CON2 of the South Oxfordshire Local Plan 2011.
That a full design scheme of the modified and extended car park and service area, in accordance with the layout included on plans approved by proposed site plan (No.06020-P05), shall be submitted and approved by the Local Planning Authority prior to the commencement of any work on site. The above details shall include full details of the means of construction, surfacing (bound material), draining, marking and landscaping in a manner that gives due regard to amenity of neighbouring residents and the setting of the listed buildings. It shall also include a phasing plan for the provision of temporary parking during construction.
Reason: To ensure the adequate provision of car parking that satisfies the requirements of the development and respects the setting of the listed building in accordance with Policies D2, T2 and CON2 of the South Oxfordshire Local Plan 2011.

Reason: To allow the Local Planning Authority to assess the adequacy of parking in connection with any intensification of use resulting from a future change of use of the basement area in accordance with Policies T2 and D2 of the South Oxfordshire Local Plan 2011.
The routemaster bus (reception area) shall be relocated in accordance with the proposed site plan (06020-P05) within 3 months of the date of first use of the basement and lean-to addition and shall not be relocated from this position without the prior planning permission of the Local Planning Authority.
Reason: To protect the amenity of adjoining residential occupiers from overlooking and visual intrusion in accordance with Policy TSM4 of the South Oxfordshire Local Plan SOLP 2011.
That no trading or serving of hotel customers shall take place on the outdoor patio area fronting onto Bear Lane and no furniture shall be provided for use by hotel customers in this area.
Reason: To protect the amenity of surrounding residential occupiers from noise nuisances resulting from outside trading in Bear Lane in accordance with Policies EP2 and TSM4 of the South Oxfordshire Local Plan 2011.
The existing flat roofed building, which connects the hotel building with Jollys Cottage shall be demolished prior to the date of first use of the basement and lean-to extension to the hotel building.
Reason: To ensure the removal of unsympathetic extensions to the grade II listed buildings in accordance with Policy CON2 of the South Oxfordshire Local Plan 2011.
Samples of roofing/walling materials; details of flues, vents and guttering; window/door detail at 1:20 and 1:5 (section/elevation); and detail of paint colour finishes to the propose lean-to extension are to be submitted and approved by the Local Planning Authority prior to commencement.
Reason: To ensure that details of the development are appropriate and sympathetic to the character of the grade II listed building in accordance with Policy CON2 of the South Oxfordshire Local Plan 2011.
That the proposed means of access onto Newells Close is to be formed, laid out and constructed to the approval of the Highway Authority strictly in accordance with the Highway Authority's specifications and that all ancillary works specified shall be undertaken prior to commencement of works.
Reason: To ensure highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
That before the proposed new access is first used, the existing access onto Newells Close shall be permanently stopped up by the means of full face kerbing and reinstatement of the highway verge to the approval of the Highway Authority and thereafter shall not be used by any vehicular traffic whatsoever.
Reason: To ensure highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
That sheltered and secured cycle parking shall be provided on site (i.e. 1 stand per 12 staff) with details to be submitted and approved by the Local Planning Authority prior to commencement of work.
Reason: To ensure that adequate provision is made for user of alternative transport modes in accordance with Policy D2, T1 and T2 of the South Oxfordshire Local Plan 2011.
That the existing group of trees north of the proposed car park extension shall be protected whilst development operations are in progress, in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of development.
Reason: To protect an important landscape features from loss or damage as a result of development works in accordance with Policy C9 of the South Oxfordshire Local Plan 2011.
That at the expiration of 5 years the routemaster bus (reception area) shall be removed from the land and the land shall be left in a tidy and orderly state.
