Whilst the principle of residential development at a higher density is acceptable, given the limited width of the plot, the plan form of the building and the relationship with the neighbouring property, the proposal would result in a cramped form of development that would detract from the character of the surrounding area and would be contrary to Policies G6, D1 and H4 of the adopted South Oxfordshire Local Plan 2011.

The arrangement of parking across the full frontage of the flats and 73 leaves little scope for landscaping and creates a design dominated by the parked car which would be contrary to Policies G6 and H4 of the adopted South Oxfordshire Local Plan 2011 and the advice contained in Section 4.3 of the South Oxfordshire Design Guide.

That, having regard to the siting of the proposed flats in relation to 71 St Nicholas Road, the proposal to erect a two storey building would create an oppressive form of development that would detract from the residential amenity of the occupants of 71 St Nicholas Road. The amenity of 71 is at present protected by the mature planting along the shared boundary with 73, however given the close proximity of the proposed flats to the hedge and the changes of land levels the provision of a building would undermine the long term health of the hedge and its removal would increase the adverse impact of the development on the amenity of residents of neighbouring property. As such the proposal would be contrary to Policy H4 of the adopted South Oxfordshire Local Plan 2011.
