Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That there shall be no raising of existing ground levels on that part of the site lying within the area of land liable to flood. Reason: To prevent the increased risk of flooding due to the impedance of flood flows and reduction of flood storage capacity in accordance with Policy EP5 of the South Oxfordshire Local Plan.

That no spoil or materials shall be deposited or stored on that part of the site lying within the area of land liable to flood. That the existing trees on the land shall be protected in accordance with the recommendations in BS 5837 'Trees in Relation to Construction'. That the protection measures shall be put in place prior to the commencement of any works and shall remain in place throughout the period of construction. The protection scheme shall be submitted to the Local Planning Authority for approval, this should also include details of contractor parking and storage of materials. Reason: To safeguard the character of the area in accordance with Policy C1 of the South Oxfordshire Local Plan.

That prior to the erection of the bridge, the procedures set out in the ecologists report shall be carried out and agreed in writing by the Local Planning Authority. Reason: To safeguard a protected species in accordance with Policy C8 of the South Oxfordshire Local Plan.

That if vole burrows are discovered during excavation, all work must stop and the Project Ecologist and English Nature be consulted. Work shall only re-commence once appropriate mitigation has been agreed. Reason: To safeguard a protected species in accordance with Policy C8 of the South Oxfordshire Local Plan.
