The site lies within the Green Belt and outside the built up limits of Wheatley village where replacement dwellings will be permitted in accordance with Policy H12 of the South Oxfordshire Local Plan subject to a number of criteria. The proposed replacement dwelling would be materially greater in volume than the original property and by reason of its size and scale would detract from the openness of the Green Belt and would harm the character and appearance of the site and surrounding area. As such, the proposal represents an inappropriate form of development contrary to the Oxfordshire Structure Plan 2016 Policies G1 and G4 and the adopted South Oxfordshire Local Plan 2011, particularly Policies G2, GB2 GB4 and H12 and advice in PPG 2.
