Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Samples of the materials to be used in the development hereby approved shall be submitted to and approved in writing by the Local Planning Authority before development starts. This condition shall apply irrespective of any indications as to the details that may have been submitted with the application, and shall where necessary include the submission of samples of glass, plastic and mortar materials. The development shall thereafter be constructed using the approved materials unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the buildings in accordance with Policies G2, G6, D1, and H4 of the South Oxfordshire Local Plan 2011.

A scheme of fencing and other means of enclosure shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. No buildings shall be occupied before the fencing and other means of enclosure have been constructed in accordance with the approved details, unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the site in accordance with Policies G2, G6, D1, and H4 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development details of floor levels in relation to existing and proposed ground levels shall be submitted to and approved in writing by the Local Planning Authority and the development shall be carried out in accordance with the approved levels. Reason: To ensure a satisfactory relationship between the proposed building and the surrounding land in accordance with Policies G2, G6, D1, and H4 of the South Oxfordshire Local Plan 2011.

Irrespective of the provisions of the Town and Country Planning (General Permitted Development) Order 1995 or any subsequent revision, no additions or extensions to the dwelling shall be built, unless permission has been granted by the Local Planning Authority on an application made for the purpose. Reason: To prevent the overdevelopment of the site and to safeguard the amenities of neighbouring properties in accordance with Policies G2, G6, D1, and H4 of the South Oxfordshire Local Plan 2011

The window at first floor level in the south east elevation of the development hereby permitted shall be fitted with obscure glass before the extension is occupied and the obscure glazing shall thereafter be retained in position to the satisfaction of the Local Planning Authority. Irrespective of the Town and Country Planning (General Permitted Development) Order 1995 (or any subsequent revision), no additional openings shall be inserted at first floor level in the south east or north west elevations of the development unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of the amenity of the neighbouring property in accordance with Policy H4 of the South Oxfordshire Local Plan 2011.

Prior to the occupation of the development hereby approved, the new vehicular accesses to serve the site shall be laid out and constructed to the approval of the Highway Authority strictly in accordance with the Highway Authority's specifications and that all ancillary works specified shall be undertaken. Reason: In the interests of road safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the occupation of the development hereby approved the parking areas shall be provided in accordance with the approved plans and shall be constructed, laid out, surfaced, drained and completed, and thereafter shall be retained unobstructed except for the parking and turning of vehicles at all times. Reason: To regularise the use of the available parking area and to reduce the likelihood of roadside parking in the interests of highway safety in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

That no development shall commence until details of bin storage facilities and arrangements for the collection of waste and recyclable materials have been submitted to and approved in writing by the Local Planning Authority. No dwelling shall be occupied until the bin storage facilities have been provided in accordance with the approved details. Reason: To ensure that the details are satisfactory in accordance with Policies T1 and D10 of the adopted South Oxfordshire Local Plan.
