Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of the materials to be used for the external walls and roof and a schedule of materials and finishes shall be submitted to and approved in writing by the Local Planning Authority prior to commencement of development. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G6 and H13 of the South Oxfordshire Local Plan 2011.

That notwithstanding anything contained in the Town and Country Planning General Development Order 1995 (or any order revoking and re-enacting that Order) no additional windows shall be constructed in the walls or roof of the south east, south west and north west elevations of the development hereby approved. Reason: To ensure that the development is not unneighbourly in accordance with Policy H4 of the South Oxfordshire Local Plan 2011.

That prior to the first occupation of the proposed dwelling, the proposed means of access onto Shiplake Bottom shall be formed, laid out and constructed to the approval of the Highway Authority strictly in accordance with the highway authority's specifications and that all ancillary works specified shall be undertaken. Reason: In order to protect highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That the proposed new dwarf wall along the frontage of the site shall not exceed a height of 0.9 metres in height. Reason: In the interests of pedestrian and highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That the parking and manoeuvring areas shall be provided in accordance with the plan (PD13.05.1A) hereby approved and shall be constructed, laid out, surfaced (bound material) drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That the garage accommodation within the proposed dwelling shall be retained as such and not be adapted for living purposes unless planning permission has first been granted by the Local Planning Authority. Reason: To ensure parking space is retained and in the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That no surface water from the development shall be discharged onto the adjoining highway, and a scheme to prevent this occurance shall be submitted to and approved in writing by the Local Planning Authority and constructed prior to the commencement of development. Reason: In order to ensure highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That unless a satisfactory risk assessment demonstrates such measures are unnecessary a gas impermeable membrane shall be incorporated into the design to prevent contamination by gaseous emissions and the detail submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. Reason: In order to ensure that the development is not contaminated by gaseous emissions in accordance with Policy EP8 of the South Oxforshire Local Plan 2011.
