That the proposed insertion of a balcony and additional window at second floor level on the rear elevation of the newly completed flat block would appear intrusive and out of keeping with the simple, traditional character of the new building and would be unacceptably unneighbourly towards the occupiers of numbers 215 Greys Road and flat 6, Boughton House, by reason of overlooking and noise and disturbance. In this way the proposal would be contrary to policies G2, G6, D1, D4 and H4 of the adopted South Oxfordshire Local Plan and advice contained in the South Oxfordshire Design Guide.
