Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

No development shall take place until samples of the materials to be used in the construction of the external surfaces of the porch and carport hereby permitted have been submitted to and approved in writing by the Local Planning Authority. Development shall be carried out in accordance with the approved details. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6 and H13 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any work, vision splays measuring 2.4 metres x 70 metres shall be provided to each side of the new access. Reason: In the interests of highway safety in accordance with Policies G2, H13 and T1 of the South Oxfordshire Local Plan 2011.

Before commencement of any site works or operations relating to the development hereby permitted, an arboricultural method statement to ensure the satisfactory protection of the main stems Silver Birch trees within the curtilage of 1 Holmwood Farmhouse from vehicular impacts shall be submitted to the Local Planning Authority for approval. Written approval must be obtained prior to commencement of any site works including demolition, and complied with throughout the development. The matters to be encompassed with the arboricultural method statement shall include the following:- (i) Details of a suitable bollard and/or tree guard; (ii) The establishment of tree protection zones to safeguard trees from construction traffic and/or materials in accordance with BS5837 (2005). Reason: To safeguard the character of the area in accordance with Policies G2, C9 and H13 of the South Oxfordshire Local Plan 2011.

No development shall take place until full details of the proposed means of enclosure between the carport hereby approved and the front of No.2 Holmwood Farmhouse have been submitted to and approved in writing by the Local Planning Authority and these works shall be carried out as approved within 1 month of the formation of the access. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6, H13 and T1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of Schedule 2 Part 1 of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order with or without modification), the garage accommodation and hardstanding shall be retained for the parking of private vehicles only. Reason: To ensure that adequate on site parking is provided and that the details of the development are satisfactory in accordance with Policies G2 and H13 of the South Oxfordshire Local Plan.
