The application site forms part of a group of traditional buildings formerly in an agricultural use, which, although having been converted to non-agricultural uses, still retain their historic and architectural integrity. The proposed development, due to its siting, design and character, would fail to harmonise with the existing building and the traditional and simple form of the wider group of buildings. As a result the proposal would detract from the character and appearance of the surrounding built form to which it would relate. It would therefore fail to comply with Policies G6 and D1 of the South Oxfordshire Local Plan 2011, which seek to ensure that development is designed to a high quality that protects and reinforces local distinctiveness. In addition the proposal would fail to accord with the principles of design contained within the South Oxfordshire Design Guide 2000 and advice in PPS1 Delivering Sustainable Development.
The application site forms part of the southern edge of the existing group of buildings, beyond which lies attractive open countryside and woodland within the Chilterns Area of Outstanding Natural Beauty. The simple agricultural form of the existing building both respects and helps to inform the distinctly rural character and appearance of the application site and the surrounding area. The siting of the proposed development in a prominent location on the southern elevation of the existing building, would result in an incongruous feature in the local landscape that would fail to respect the rural character and appearance of the surrounding area. As a result the proposal would also fail to conserve or enhance the character and appearance of the AONB. Therefore, the proposal fails to comply with Policies G2, G4, G6, C1, C2, D1 and H13 of the South Oxfordshire Local Plan 2011. In addition the proposal would fail to accord with the principles of design contained within the South Oxfordshire Design Guide 2000 and advice in PPS1 Delivering Sustainable Development and PPS7 Sustainable Development in Rural Areas.
