Erection of 6 detached dwellings together with new access. (As amended by Drawing Nos 5121-P01A, P02A, P04A, P08A P09A and as clarified by site survey accompanying agent's letter dated 14 February 2006).
Conditions / Refusal Reasons
That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced.
Reason: To safeguard the character of the area in accordance with Policy H4 of the adopted South Oxfordshire Local Plan.
That the parking provision shall be as shown on the deposited drawing, reference 05121-P01A all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority.
Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy D2 of the adopted South Oxfordshire Local Plan.
That no dwelling shall be occupied until the whole of the road shown on the layout plan accompanying the application, and all surface water drainage works have been laid out, constructed and completed in accordance with a specification to be submitted to and approved by the Local Planning Authority.
Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the adopted South Oxfordshire Local Plan.
That the garage accommodation shall be retained as such and shall not be adapted for living purposes unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof.
Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy D2 of the adopted South Oxfordshire Local Plan.
That a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of forecourts and driveways and the provision of boundary fencing and screen walling, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as permitted during the first planting season following and thereafter maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or an equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority.
Reason: To help assimilate the development into its surroundings in accordance with Policy D1 of the adopted South Oxfordshire Local Plan.
That the boundary fences to 7, 9 and 15 Monument Road and the post and rail fencing to the frontages of plots 1 and 2 shall be erected and constructed in accordance with details shown on drawing number 05121-P01A and retained as such.
Reason: To safeguard the character of the are and to ensure that the development is not unneighbourly in accordance with Policy H4 of the adopted South Oxfordshire Local Plan.
That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no windows shall be constructed in the south-west elevation of the dwelling on Plot 1 (side to 9 Monument Road) other than those expressly authorised by this permission.
Reason: To ensure that the development is not unneighbourly in accordance with Policy H4 of the adopted South Oxfordshire Local Plan.
That the stairwell window in the north east elevation of the dwelling on plot 6 (side to 15 Monument Road) hereby permitted shall be glazed in obscure glass prior to first occupation of the premises and shall thereafter be retained as such.
Reason: To ensure that the development is not unneighbourly in accordance with Policy H4 of the adopted South Oxfordshire Local Plan.
That notwithstanding the provisions of Article 3 of, and Classes A, B, C and E of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no development within the specified classes of Part 1 of Schedule 2 to the Order shall be carried out on the land unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof.
Reason: To ensure the development is not unneighbourly in accordance with Policy H4 of the adopted South Oxfordshire Local Plan.
That, a two metre high, vertically aligned, close boarded, timber fence shall be constructed along the whole of the north western boundary of the site (boundary with properties in Argosy Close) prior to the occupation of any dwelling and shall be maintained as such. The two metre height shall be measured from ground level of the site and not the lower level of the Argosy Close properties.
Reason: To ensure that the development is not unneighbourly in accordance with Policy H4 of the adopted South Oxfordshire Local Plan.
