That, having regard to the relationship of the site to its surroundings, the proposal represents a cramped and inappropriate form of development which would detract from the established character, appearance and setting of the locality and the visual amenity of the street scene, contrary to Policies G2 and H4 of the adopted South Oxfordshire Local Plan and section 4.1 of the South Oxfordshire Design Guide.

That, as submitted, the application proposes parking spaces involving land currently within the public highway. Consequently, the development is likely to involve on street parking in an already congested area, detrimental to the safety and convenience of other users of the highway, contrary to Policies T1 and D2 of the adopted South Oxfordshire Local Plan, 2011.
