Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2 and H4 of the adopted South Oxfordshire Local Plan.

That the houses shall not be occupied until the means of access between the land and the highway has been formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified have been undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience in accordance with Policies T1 of the adopted South Oxfordshire Local Plan.

That the parking provision shall be as shown on the deposited drawing, reference 2320.1D all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority. Reason: To comply with the Local Planning Authority's vehicle parking standards in accordance with Policies D2 of the adopted South Oxfordshire Local Plan.

That no surface drainage water shall discharge onto the public highway. Reason: In the interests of highway safety in accordance with Policies EP6 of the adopted South Oxfordshire Local Plan.

That hedges, of a species to be agreed in writing by the Local Planning Authority, shall be planted along the northern and eastern boundary of the site as shown on drawing ref 2320.01D prior to the occupation of any of the dwellings and thereafter maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new trree or equivalent number of trees or shrubs, as the case may be, be planted and properly maintained. Reason: To help to assimilate the development into its surroundings in accordance with Policy G2 of the adopted South Oxfordshire Local Plan.

That the cherry tree on the northern boundary of the site shall be protected during construction works in accordance with the recommendations contained in BS:5837:2005 and a scheme to be submitted to and approved in writing by the Local Planning Authority. The protection measures shall be erected prior to the commencement of development on the site and kept in place throughout the course of the works and no storage of plant, machinery or materials shall occur within the protected zone. Once construction works have ceased the tree shall be retained and maintained. Reason: To safeguard the cherry tree which is of amenity value in accordance with Policies G1 and C9 of the adopted South Oxfordshire Local Plan.

That the access and parking area shall be constructed using a no/ minimum dig method in accordance with details to be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard an important tree in accordance with Policies G1 and C9 of the adopted South Oxfordshire Local Plan.
