The adopted South Oxfordshire Local Plan allows for infill development within the larger villages of the Green Belt (Policy H5) which is the filling of an appropriate small gap in an otherwise built up frontage by the erection of one or two dwellings. The development must comply with the criteria specified in Policy H4 which ensures that an important open space is not lost, that the design, height, scale and materials are in keeping with the surroundings, that the character of the area is not adversely affected and there is no overriding amenity, environmental or highway objections. In this case, having regard to the size and shape of the plot relative to its surroundings and to its location within the Oxford Green Belt, the erection of a dwelling of the site would result in a cramped and inappropriate form of development which would detract from the character and appearance of the area, contrary to Policies G1, G8, GB2 and H5 (H4 criteria) of the adopted South Oxfordshire Local Plan.
Holton is a small settlement in the Oxford Green Belt, with an inadequate range of services and facilities, where further development would be difficult and expensive to service and would encourage additional traffic movements and the principle of further residential development is unacceptable. Furthermore, having regard to the size and shape of the plot relative to its surroundings, the erection of a dwelling on the site would result in a cramped and inappropriate form of development which would detract from the character and appearance of the area, contrary to Policies G2, GB2 and H6 of the approved South Oxfordshire Local Plan, Second Deposit Draft
That the site is currently in use as a parking area and its loss would result in on street parking, which would be detrimental to the safety and convenience of other users of the highway, contrary to Policy G11 of the adopted South Oxfordshire Local Plan and Policy D2 of the adopted South Oxfordshire Local Plan, Second Deposit Draft.
