Conditions / Refusal Reasons
That having regard to the size, height, bulk, massing and detailing of the proposed two apartment buildings and to their siting adjacent to the footpath in Cotmore Gardens and in close proximity to Bridge Terrace, the proposal would appear prominent, intrusive and out of keeping with the character of the area and would detract from the modest character of Bridge Terrace. In addition the proposal would result in the permanent loss of Essex House Hotel which is considered to be an important landmark building of local historic interest that should be retained. In this way the proposal would be contrary to policies G2, G6 and H4 of the adopted South Oxfordshire Local Plan 2011 and to advice contained in the South Oxfordshire Design Guide. In addition the application is not accompanied by a site analysis or design statement to justify the proposals in their context.

That having regard to the size, height, bulk and massing of the proposed apartment buildings, to the first and second floor windows looking across Cotmore Gardens and Chinnor Road and to the restricted window to window distances of between 13 and 16 metres, the proposal would appear unacceptably overbearing and unneighbourly by virtue of overlooking and loss of privacy to the occupiers of dwellings in Chinnor Road and Cotmore Gardens. In this way the proposal would be contrary to policies D4 and H4 of the adopted South Oxfordshire Local Plan 2011 and to advice contained in the South Oxfordshire Design Guide.
