That, having regard to the scale, design and location of the first floor balcony area, the proposal would result in an incongruous flat roofed addition which would detract from the character and appearance of the existing property and the visual amenities of the surrounding area. Furthermore, the inclusion of an external staircase and balcony area would lead to the residents of Boundary House losing some privacy and feeling overlooked to the detriment of the enjoyment of their residential amenities. As such the proposal would be contrary to the provisions of the Council's adopted Local Plan, particularly policies G2, G6, H13 and C2, and to the advice within the South Oxfordshire Design Guide.
