The proposals are contrary to policies G1, G8, C2 and H12 of the adopted South Oxfordshire Local Plan, to policies G2, G6, C2 and H13 of the South Oxfordshire Local Plan 2011, Second Deposit Draft September 2003, and to advice contained in the South Oxfordshire Design Guide, in particular sections 4.4 and 4.6. Having regard to the substantial size and inappropriate detailing, the proposals would result in a form of development that would overwhelm the small scale character of the original property and would detract from both the historic character and interest of the original building and the special landscape character of this Area of Outstanding Natural Beauty.
