That close-boarded fencing in this position close to the edge of the road constitutes an inappropriate, intrusive and suburban feature in an attractive rural location. The development is therefore considered to be detrimental to the character and appearance of the countryside. Additionally the fencing is considered to harm the nearby Chilterns Area of Outstanding Natural Beauty as it is conspicuous from this area. As such the development is contrary to the provisions of the Council's Adopted South Oxfordshire Local Plan, particularly policies G1, G8, C1, C2 and C6, of the Second Deposit Draft South Oxfordshire Local Plan (September 2003), particularly policies G2, G6, C1, C2 and C4, and guidance in the South Oxfordshire Design Guide.
