That having regard to the proximity of the proposed fence and wall relative to the adjacent footpath and the established character of this part of the Lackmore Gardens development, the proposal would detract from the attractive open appearance and visual amenities of the area which lies within the Chilterns Area of Outstanding Natural Beauty.  As such, the proposal would be contrary to the provisions of the Council's adopted Local Plan, particularly Policies G1, G8, and C2, and the South Oxfordshire Local Plan 2011 Second Deposit (Draft), particularly Policies G2, G6, and C2 and to advice in the South Oxfordshire Design Guide, particularly section EA16.
