Conditions / Refusal Reasons
That having regard to the number of flats proposed and to the high level of activity that is likely to be generated on the site, the proposal would detract from the established residential character of the area and unduly impact upon the amenities enjoyed by the occupiers of adjacent residential dwellings by virtue of unacceptable noise and disturbance.. As such the proposal would be contrary to policies G1 and H13 of the adopted South Oxfordshire Local Plan and policies G2 and H11 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.
That the proposal to provide 8 off road parking spaces would result in vehicles reversing out from the site which would be hazardous to other road users. In addition the site lies opposite the junction of Western Avenue and St. Andrews Road which compounds the highway safety issues. As such the proposal would be contrary to polices G10 and G11 of the adopted South Oxfordshire Local Plan and policies D2 and T1 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.
That the proposal to hard surface the frontage of the site to provide 7 car parking spaces would detract from the established character of the area and neither preserve nor enhance the character and appearance of the St. Marks Conservation Area. As such the proposal would be contrary to policies CON 10 and CON 15 of the adopted South Oxfordshire Local Plan and policy CON 10 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.
