Conditions / Refusal Reasons
That the proposal would be contrary to the general, countryside and housing policies of the adopted South Oxfordshire Local Plan (particularly Policies G1, G5, C2, C6, C16, H4 and H6) and the South Oxfordshire Local Plan 2011 Second Deposit Draft September 2003 (particularly Policies G2, G4, C2, C4, H4 and H6) which seek to resist development on the edge of settlements and encroaching into the open countryside, and within Areas of Outstanding Natural Beauty where it would fail to conserve and enhance the quality of the landscape. In this case the development proposed would represent an unacceptable extension of development into the countryside which would be detrimental to the rural setting of the locality and the visual amenity of the area which lies within the Chilterns Area of Outstanding Natural Beauty.
That the proposal would be contrary to Policy H18 of the adopted South Oxfordshire Local Plan and Policy H4 of the South Oxfordshire Local Plan 2011 Second Deposit Draft September 2003 which do not permit backland development without proper road frontage onto a satisfactorily made up road which is highway maintainable by the Local Authority or a private estate road because of problems of privacy and access associated with such development. In this case the development is proposed to be served by a narrow access way as shown on the submitted indicative site layout plan which would create difficulty and inconvenience for collection and delivery services and detract from the residential amenity of occupiers of three of the four plots proposed and No 15 Elmcroft.
