That, having regard to the proposed use of water reed and to the established thatching traditions in the district, which are characterised by the use of long straw, the proposal would represent incongruous works which would not respect the established character of the listed building and would detract from the character and appearance of the Garsington Conservation Area. As such, the proposal would be contrary to Policies G1, CON11 and CON15 of the adopted South Oxfordshire Local Plan and Policies G2, CON5 and CON10 of the approved South Oxfordshire Local Plan 2011 Second Deposit Draft.
