Conditions / Refusal Reasons
That the development be carried out strictly in accordance with the particulars of the development contained in application S.29/03 as shown on plan numbers 4060789/OXF/A4001, A4004, A4006, A4010, A4011 and A4053 accompanying the application except as controlled or modified by conditions of this permission, unless otherwise agreed in writing by the Head of Sustainable Development. Reason: To ensure the details of the development are carried out in accordance with the application as approved.

That development must be begun not later than the expiration of five years beginning with the date hereof. Reason: By virtue of the provisions of Section 91 (1) (a) of the Town and Country Planning Act, 1990.

That the external walls and roofs of the buildings be constructed and finished in accordance with a Schedule of Materials and Finishes which shall first have been submitted to and approved in writing by the Head of Sustainable Development. Reason: To ensure the Materials and Finishes are compatible with the surrounding development. (Policy: G2 (OSP2011); G2 (OSP2016); G8 (SOLP); C2 (SOLP2011)).

That the land be landscaped and planted with trees and shrubs in accordance with a comprehensive planting and landscaping scheme first approved by the Head of Sustainable Development and that trees and shrubs so planted be properly maintained and that in the event of any of the trees or shrubs dying or being seriously damaged or destroyed within a period of five years from the completion of the development a new tree or shrub or equivalent number of trees or shrubs as the case may be, be planted and properly maintained in a position or positions as first approved by the Head of Sustainable Development. Reason: In the interests of the visual amenities of the area and to ensure the creation of a pleasant environment for the development. (Policy: G2 (OSP2011); G2 (OSP2016); G8 (SOLP); C2 (SOLP2011)).

That all planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting season following the occupation of the buildings or the completion of the development, whichever is the sooner, and any trees or plants which within a period of five years die, are removed or become seriously damaged shall be replaced in the next planting season with others of similar size and species, unless the Head of Sustainable Development gives written consent to any variations. Reason: In the interests of the visual amenities of the area and to ensure the creation of a pleasant environment for the development. (Policy: G2 (OSP2011); G2 (OSP2016); G8 (SOLP); C2 (SOLP2011)).

That no development shall take place until the trees on the site which are to be retained and which are adjacent to or within the development area, have been protected during building operations by means of a protective fence around the edge of the canopy of the trees in accordance with B.S. 5837: 1991, and with the written requirements (copy attached) of the Head of Sustainable Development relating to the protection of trees. Furthermore, no works or storing of plant or materials shall be carried out within the fenced area. Reason: To ensure the protection of trees on the land and to preserve the amenities of the locality. (Policy: G2 (OSP2011); G2 (OSP2016); G8 (SOLP); C2 (SOLP2011)).

That the car park be laid out, constructed, surfaced and drained in all respects to the satisfaction of the Head of Sustainable Development prior to the new school building being brought into use. Reason: To ensure that adequate car parking provision is made. (Policy: G11 (SOLP); D2 (SOLP2011)).

That details of any perimeter fencing or boundary treatment shall be submitted to and approved in writing by the Head of Sustainable Development before the development commences. Reason: In the interests of the amenities of neighbouring residents. (Policy: G8 (SOLP); G6 (SOLP2011)).

That details of any external lighting to be provided within the site shall be submitted to and approved in writing by the Head of Sustainable Development before it is installed. Reason: In the interests of the amenities of neighbouring residents. (Policy: G8 (SOLP); G6 (SOLP2011)).

That final details of the new school layby to be provided on High Street shall be submitted to and approved in writing by the Head of Sustainable Development before the development commences. Any details approved shall be implemented as soon as the new access road to serve the adjoining housing development site to the east is completed. Reason: In the interests of highway safety. (Policy: G3 (OSP2011)).

That no development shall take place until a professionally competent archaeological organisation as approved in writing by the Head of Sustainable Development, has been commissioned to carry out a full watching brief during the period of construction works. The watching brief shall preserve by record any archaeological features, which may arise in the course of works and shall include limited archaeological excavation where necessary and the retrieval of artefactual evidence. Reason: To safeguard the recording and inspection of matters of archaeological importance on the site. (Policy: EN10 (OSP2011)).

That the School shall prepare a School Travel Plan which is to be submitted to and approved by the Head of Sustainable Development following consultation with the Travel Plans Development Team and that plan must be put into operation by the start of the Spring term 2005. Reason: In the interest of highway safety and to encourage more suitable means of transport. (Policy: T1 (OSP2011); T1 (OSP2016)).

That the school shall not be occupied until a scheme for the provision of adequate, convenient, secure and covered cycle parking as appropriate has been submitted to and approved by the Head of Sustainable Development and any such approved scheme implemented. Reason: To ensure that adequate cycle parking is provided to encourage more sustainable means of travel to the school. (Policy: T1, T4 (OSP2011); G11 (SOLP); D2 (SOLP2011)).

That final details of the proposed new gateway through the boundary wall into the walled playing field in the western half of the site shall be submitted to and approved in writing by the Head of Sustainable Development before development commences. Reason: In the interests of visual amenity. (Policy: EN8 (OSP2011); EN4 (OSP2016); CON15 (SOLP); CON10 (SOLP2011)).
