Description
Alterations and change of use of traditional farm buildings from agriculture to B1 to include provision of site access, car parking and landscaping. (As amended by drawings and accompanying letter from Agent dated 19th June 2002 and 19th August 2002).
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning
Act 1990.
That details and samples of all new materials to be used on the external walls and roofs of the building shall be submitted to and approved in writing by the Local Planning Authority before development commences.
Reason: To safeguard the architectural and historic character and appearance
of the listed building in accordance with Policy CON6 of the adopted
South Oxfordshire Local Plan.
That detailed specifications of the designs, materials and external finishes of all new external doors, windows, rooflights (Unit F), rainwater goods and vents shall be submitted to and approved in writing before works commence.
Reason: To safeguard the architectural and historic character and appearance
of the listed building in accordance with Policy CON6 of the adopted
South Oxfordshire Local Plan.
That the units shall not be amalgamated or jointly occupied such that any firm or company or individual occupies more than 500 m2 of gross floor space in total unless the firm, company or individual immediately prior to occupying more than 500 m2 gross floor space:
a) was in occupation for at least two years of premises within the District, or
b) obtained written approval from the Local Planning Authority that their sources of supply, commercial linkages, labour supply and markets make this specific location necessary for them.
Reason: To restrain employment in the rural areas in accordance with Policy E4
of the adopted South Oxfordshire Local Plan.
That a scheme for the landscaping of the site including the planting of live trees and shrubs, details of any walls and fences, and treatment of all ground surfaces shall be submitted to and agreed in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority.
Reason: To safeguard the character of the area and setting of the listed
buildings in accordance with Policies G9 and CON7 of the adopted
South Oxfordshire Local Plan
That no external lighting shall be installed or used at any time except in accordance with details first submitted to and approved in writing by the Local Planning Authority. The details shall include luminaire types, numbers and distribution, mounting heights, lamp type, light output ratios and horizontal illuminance and hours of use.
Reason: To safeguard the character of the area and setting of the listed
buildings in accordance with Policies G9 and CON 7 of the
adopted South Oxfordshire Local Plan.
That provision for car parking including spaces for disabled drivers and secure cycle parking shall be made in accordance with details including phasing which shall have been submitted to and approved in writing by the Local Planning Authority before development commences.
Reason: To comply with the Local Planning Authority's vehicle parking
standards and to protect local amenities in accordance with
Policy G11 of the adopted South Oxfordshire Local Plan.
That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification.
Reason: In the interests of highway safety and convenience in accordance with
Policy G10 of the adopted South Oxfordshire Local Plan.
That existing vision splays from the site access shall be protected and retained at all times.

Policy G10 of the adopted South Oxfordshire Local Plan.
That a full archaeological watching brief shall be carried out during the period of construction works in accordance with details and by a professionally competent archaeological organisation which shall have been submitted to and approved in writing by the Local Planning Authority before development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence.
Reason: As the site is of archaeological importance in accordance with
Policy CON18 of the adopted South Oxfordshire Local Plan.
That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing.
Reason: In the interests of public health in accordance with Policy G17 of the
adopted South Oxfordshire Local Plan.
That a travel plan shall be submitted to and approved in writing by the Local Planning Authority before first occupation and use of any of the units hereby permitted shall thereafter be implemented and maintained.
Reason: To maximise the use of sustainable means of transport in accordance
with Policy G2 of the adopted South Oxfordshire Local Plan.
