That the erection of fencing in this prominent position close to the footpath represents an incongruous form of development detrimental to the spacious open-plan character of the area where amenity land surrounding dwellings is generally free from built forms of enclosure.  As such, the proposal is contrary to policies G1 and G8 of the adopted South Oxfordshire Local Plan and policies G2 and G6 of the First Deposit Draft South Oxfordshire Local Plan 2011 - June 2002.
