Conditions / Refusal Reasons
That the proposal would be contrary to policies G1, G2, EN1, EN4 and H1 of the Oxfordshire Structure Plan and policies G1, G5, G8, C1 H6 and H18 of the adopted South Oxfordshire Local Plan. The site lies outside the built up area of Chinnor and to the rear of frontage development along Lower Icknield Way. The proposal to erect seven detached dwellings together with a pair of semi-detached dwellings would constitute an undesirable form of in depth backland development that would be out of keeping with the nature of surrounding development, would detract from the rural setting of this part of Chinnor and would be visually damaging in views towards the site from the North Wessex Downs Area of Outstanding Natural Beauty and The Ridgeway National Trail.
That the proposal would be contrary to Policy H18 of the South Oxfordshire Local Plan. It is considered that the proposal would be unacceptably unneighbourly to the occupiers of numbers 38 and 40A Lower Icknield Way as a result of increased noise and disturbance from users of the new access serving the site.
That the proposal would be contrary to Policy G8 of the South Oxfordshire Local Plan. The site contains a number of important trees and no information has been submitted to show that these trees can be satisfactorily retained.
