Conditions / Refusal Reasons
That the proposal would be contrary to policy G4 of the Oxfordshire Structure Plan, policy GB2 of the adopted South Oxfordshire Local Plan and Government advice in PPG2 - Green Belts. The site lies within the Oxford Green Belt wherein there is a general presumption against new development apart from that which is essential for the needs of agriculture, forestry and recreation or some other purpose appropriate to the Green Belt. The proposal does not constitute limited infilling within a village and would result in the consolidation of a ribbon of development lying outside the confines of any settlement. The applicant has not put forward any special circumstances that would warrant departing from established Green Belt policies.

That the proposal would be contrary to the general, environmental and housing policies of the Oxfordshire Structure Plan (policies G1, G2, EN1, EN4 and H1) and the adopted South Oxfordshire Local Plan (policies G1, G8, C3 and H6). The site comprises part of a ribbon of development that lies beyond the confines of a settlement containing a range of services and facilities and would consolidate the existing sporadic nature of development to the detriment of this Area of Great Landscape Value.
