This site lies in the Oxford Green Belt and within a ribbon of development that lies outside the confines of a settlement with an adequate range of services and facilities. Planning permission for the erection of a new dwelling (P96/N0260/RM) was approved subject to the applicant entering into a Section 106 Planning Obligation to ensure that only one dwelling was erected on the site. It is this Council's view that the signing of the legal agreement was entirely reasonable given the site circumstances and policy restraints and that there has been no change in circumstances since that time to warrant lifting the legal agreement.
