That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Thereafter, the development shall only be carried out in accordance with the approved details. Reason: To safeguard the character of the area in accordance with policies G1, G8 and CON15 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of development, details of the disabled access ramp and landscaping of the area to the front of Chiltern House shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall only be carried out in accordance with the approved details. Should any part of the approved landscaping scheme include the provision of shrubs and/or vegetation, such planting shall be implemented within 12 months of the commencement of the development and thereafter be maintained in accordance with the approved scheme. In the event of any of the shrubs or vegetation so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, new shrubs or vegetation of a species and number first approved in writing by the Local Planning Authority shall be planted in the first planting season following such approval and maintained thereafter as such. Reason: To ensure that the details of the development are satisfactory in accordance with policies G1, G8 and G9 of the adopted South Oxfordshire Local Plan.

The level of noise emitted from the site shall not exceed the existing background noise level determined to be 43 dBA between 19:00 hours and 07:00 hours and 49 dBA at all other times, as measured as a sound pressure level reading taken as an LAeq over a time reference period of five minutes. At no time should the noise level in the octave bands 125 and 250Hz exceed 40 dBA as measured as a sound pressure level reading taken as an LAeq over a time reference period of five minutes. Such measurements shall be taken at the northern and western site boundaries, 3.0m from the boundary wall (and within the site) and at a height of 1.5m above existing ground level. Reason: In the interests of the amenities of neighbouring properties in accordance with policies G1 and G7 of the adopted South Oxfordshire Local Plan.
