Conditions / Refusal Reasons
That the proposal is contrary to Policy G4 of the Oxfordshire Structure Plan and Policy C11 of the adopted South Oxfordshire Local Plan. The use of a substantial floorspace for office purposes would represent inappropriate development in the Oxford Green Belt in that it would result in an increase in commercial activity on the site which would harm the openness of the Green Belt contrary to advice in PPG2. No evidence of very special circumstances have been put forward which would outweigh the harm to the Green Belt.
That the proposal is contrary to the general restraint, environmental and employment policies of the Oxfordshire Structure Plan and the adopted South Oxfordshire Local Plan. The general strategy is to steer employment development to the county towns and to restrain it elsewhere (OSP Policies G1, EN1, E3 and SOLP Policies G1, G3, E3, E5) so that new development is concentrated in sustainable locations. The proposal to use 706 square metres of the building for office purposes involving an increase in pedestrian and vehicle flows to the site, an increase in the number of cars parked at the site and general activity which would significantly increase the impact of the riding school building within the Oxford Green Belt.
