Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To safeguard the character and appearance of the West Hagbourne Conservation Area in accordance with Policy CON10 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors, rainwater goods and ventilation extracts has been submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character and appearance of the West Hagbourne Conservation Area in accordance with Policy CON10 of the adopted South Oxfordshire Local Plan.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hardstandings, and the provision of boundary fencing shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To safeguard the character and appearance of the West Hagbourne Conservation Area in accordance with Policy G9 of the adopted South Oxfordshire Local Plan.

That the existing willow tree on the land shall be protected whilst development operations are in progress, in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of the development. Reason: To safeguard trees which are visually important.

That before any of the development hereby permitted is occupied, the parking and turning spaces shown on the approved plan shall be constructed. Provision shall also be made for bicycle parking in accordance with a scheme to be submitted to and approved in writing by the Local Planning authority. The parking spaces for cars and bicycles shall thereafter be kept permanently available for the use of employees and visitors to the site. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities and in accordance with Policy G11 of the adopted South Oxfordshire Local Plan.

That no building shall be occupied until improvements to the junction of the site access with Main Road have been carried out in accordance with a scheme submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.
