Conditions / Refusal Reasons
That notwithstanding any indications as to these matters which have been given in this application, no development shall be started until full details of the following have been submitted to, and approved in writing by, the Local Planning Authority:-
the layout of the site, including roads and buildings, access to the site and buildings, surface water drainage; the plans and elevations of all buildings and landscaping.
Reason: As the application is in outline only and not accompanied by detailed plans.
That the development hereby permitted shall be begun either before the expiration of five years from the date of this permission, or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That application for approval of the reserved matters referred to in Condition 1 above shall be made to the Local Planning Authority not later than three years from the date of this permission and if this condition is not complied with this permission shall lapse.

That the scheme for landscaping of the site submitted in accordance with Condition 1 shall include the planting of live trees and shrubs, the treatment of the access road and hardstandings, and the provision of boundary fencing and screen walling. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with
Policy G9 of the adopted South Oxfordshire Local Plan.
That the existing trees on the land shall be protected whilst development operations are in progress, in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of the development.
Reason: To safeguard trees which are visually important in accordance with Policy C16 of
the adopted South Oxfordshire Local Plan.
That the tree protection scheme referred to in Condition 5 above shall include, where appropriate, constructional details of the units to ensure proper protection of the trees.

That no development shall take place prior to a detailed site investigation to establish if the site is contaminated, to assess the degree and nature of the contamination present, and to determine its potential for the pollution of the water environment. The method and extent of the site investigation shall be in accordance with B.S.10175:2001 "Investigation of Potentially Contaminated Sites" and shall be agreed with the Local Planning Authority prior to commencement of work. Details of a remediation scheme for removing or rendering innocuous all contaminants to prevent risk to occupiers and pollution of ground water and surface water including provisions for monitoring shall then be submitted to and approved in writing by the Local Planning Authority. The measures approved shall be completed before any part of the site is occupied.
Reason: To prevent pollution of the water environment and in the interests of public health
in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.
That no building shall be occupied until the whole of the roads and footpaths to be approved as Reserved Matters, and all surface water drainage works have been laid out, constructed and completed in accordance with a specification to be submitted to and approved by the Local Planning Authority.
Reason: In the interests of highway safety and convenience in accordance with Policy G11
of the adopted South Oxfordshire Local Plan.
That development shall not begin until details of the junction between the proposed service road and the highway have been approved by the Local Planning Authority; and the building shall not be occupied until that junction has been constructed in accordance with the approved details.

That before any of the development hereby permitted is occupied, parking and turning spaces shown on the approved plan shall be constructed and such spaces to be approved as Reserved Matters shall thereafter be kept permanently available for the use of employees and visitors to the site.
Reason: To comply with the Local Planning Authority's vehicle parking standards and to
protect local amenities in accordance with Policy G11 of the adopted South
Oxfordshire Local Plan.
That the means of access between the land and the highway be formed, laid out and constructed in such position and with such vision splays as shall be approved by, and in all respects to the satisfaction of, the Local Planning Authority.
Reason: In the interests of highway safety and convenience in accordance with Policy G11
of the adopted South Oxfordshire Local Plan.
That the reserved matters referred to in condition 1 above shall include satisfactory provision for footways and cycleways within the site.
Reason: To ensure satisfactory access for pedestrians and cyclists in accordance with
Policies G10 and G4 of the adopted South Oxfordshire Local Plan.
