Description
Demolition of existing buildings, conversion and extension of part of old school to provide 27 flats and construction of 7 bungalows all as sheltered housing. Use of existing classroom as parish office. Access (as amended by drawing no S9/89, 105 RevB and levels drawing accompanying agent's letter dated 4 April 2000 and drawings S9/89/101C and 104C accompanying agent's letter dated 28 April 2000 and by drawing nos 102C and 103C received on 19 May 2000).
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That prior to the commencement of the development hereby approved the buildings and extensions shown hatched on the attached drawing shall be removed and the resulting materials removed from the site.
Reason: To safeguard the character of the area and to accord with policies G1, CON9 and
CON10 of the South Oxfordshire Local Plan.
That samples of the materials to be used for the external walls and roofs of the buildings and the boundary walls shall be submitted to and approved in writing by the Local Planning Authority before any development commences.
Reason: To ensure that the details of the development are satisfactory and to accord with
policies G8, CON10 and H4 of the South Oxfordshire Local Plan.
That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority.
Reason: To ensure that the details of the development are satisfactory and to accord with
policies G8, CON10 and H4 of the South Oxfordshire Local Plan.
That the landing window in the north-west (side) elevation of the extension hereby permitted shall be glazed in obscure glass prior to the first occupation of the accommodation and thereafter retained as such.
Reason: To ensure that the development is not unneighbourly and to accord with policy H4
of the South Oxfordshire Local Plan.
That a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hardstandings, and the provision of boundary fencing and screen walling shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority.
Reason: To help assimilate the development into its surroundings and to accord with
policy G9 of the South Oxfordshire Local Plan.
That the existing trees and hedges on the land shall be protected whilst development operations are in progress, in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of the development.
Reason: To safeguard the character of the area and to accord with policies C16 and C18 of
the South Oxfordshire Local Plan.
That prior to the commencement of work in the vicinity of the Copper Beech tree details of the construction and excavation work shall be submitted to and approved in writing by the Local Planning Authority. Such details shall include a no-dig specification and the area around the tree to be subject to decompactation and fertilisation operation to assist the tree in coping with the changes to the site conditions.
Reason: To ensure that the tree is retained in accordance with policy C16 of the South
Oxfordshire Local Plan.
That no unit shall be occupied until space has been laid out within the site for vehicles to be parked as shown on drawing no. 101/C; and such parking space shall be retained thereafter.
Reason: To comply with the Local Planning Authority's vehicle parking standards, to
protect local amenities and to accord with policy H4 of the South Oxfordshire Local
Plan.
That work be not commenced on the erection of any dwellings until the carriageways only serving the whole of that portion of the development under construction, have been laid out and constructed to the above mentioned specification, save for wearing course and kerbing.
Reason: In the interests of highway safety, to provide protection of the subgrade and to
ensure adequate clear running surfaces which will protect adjoining public
highways from droppings of spoil, mud, etc and to accord with policy G10 of the
South Oxfordshire Local Plan.
That no dwelling shall be occupied until the whole of the roads and footpaths shown on the layout plan accompanying the application, and all surface water drainage works, have been laid out and constructed in accordance with the Oxfordshire County Council Design Guide for Residential Roads and the specification for the construction of works for housing development.
Reason: In the interests of highway safety and convenience and to accord with policy G10
of the South Oxfordshire Local Plan.
That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing.
Reason: In the interests of public health and to accord with policy G17 of the South
Oxfordshire Local Plan.
That, prior to the first occupation of the units hereby approved pedestrian access shall be created from the playing field to Davenport Place and to the Gorwell in accordance with a scheme to be agreed in writing by the Local Planning Authority.
Reason: To provide public access to the site and to accord with policy G11 of the South
Oxfordshire Local Plan.
That prior to the commencement of the development hereby approved a record of the school building to be retained shall be made in accordance with a recording method which shall first have been submitted to and approved in writing by the Local Planning Authority. This should be undertaken by an archaeologist/building recorder or organisation with acknowledged experience in the recording of buildings and should be presented in a form that is acceptable to and approved in writing by the Local Planning Authority.
Reason: As the building is of architectural/historic interest and to accord with
policy CON18 of the South Oxfordshire Local Plan.
